What Is the Biggest Challenge Organisations Face During Cloud Migration?

In my experience, the biggest cloud migration challenge is not moving servers or databases—it is changing the way the organization thinks about its applications and operations. Many organizations approach migration as an infrastructure exercise: identify a server, move it to Azure, change the network configuration, and declare the migration complete. Technically, that may work. Strategically, it can miss much of the value of the cloud. A legacy application may have tightly coupled components, outdated dependencies, manual deployment processes, unclear ownership, hard-coded configuration, security weaknesses, or databases that were designed around an on-premises architecture. Simply moving that application to the cloud doesn't automatically make it cloud-native. This is why migration strategy matters. Azure guidance distinguishes between approaches such as rehost, replatform, and refactor, with different levels of effort, risk, and potential modernization benefit. There are also organizational challenges: skills gaps, unclear governance, resistance to changing established processes, security and compliance concerns, cost management, and insufficient understanding of application dependencies. A successful migration therefore starts before the first workload is moved. Organizations should understand: What are we moving? Why are we moving it? What business outcome do we expect? What should be modernized, retired, or left unchanged? Azure's Cloud Adoption Framework emphasizes strategy, planning, readiness, migration, modernization, governance, security, and management rather than treating migration as a single technical event. The most successful migrations I've seen are treated as business transformation programs supported by technology, not simply data-center relocation projects. Moving a workload to Azure is a technical achievement. Improving the workload after moving it is where the real cloud value begins.
