In my opinion, security should always be the top priority because protecting business data and cloud resources is essential. Without strong security controls, performance improvements or cost savings become less valuable if systems are vulnerable to cyber threats. Azure Administrators should first implement identity management, Multi-Factor Authentication (MFA), Role-Based Access Control (RBAC), and security monitoring. Once the environment is secure, they can focus on optimizing performance and controlling costs through resource monitoring and scaling strategies.
